Thomas Gould's representation of property owners focuses on environmental and land use matters. Thomas has also practiced in both the administrative and government relations field. While at the Florida Department of Environmental Protection, he conducted civil and administrative litigation regarding environmental resource permits, sovereignty submerged lands leases, cost recovery actions, and natural resource damage assessment claims as the Lead Program attorney for the Bureau of Emergency Response. In addition, he advised the Board of Trustees of the Internal Improvement Trust Fund on a full range of State lands' issues. In the private sector, as part of his environmental and land use practice, he has represented development clients in all stages of pre-acquisition due diligence and post-acquisition entitlement proceedings before state and local agencies. Thomas has also represented financial institutions during pre and post-foreclosure activities to evaluate entitlements and negotiate associated regulatory compliance issues and approvals. The particular focus of Thomas' environmental and land use practice includes: marina permitting, governmental regulatory counseling, wetland mitigation banking, negotiating and drafting development agreements, impact fee credit agreements, and concurrency-related proportionate share agreements with state and local agencies; analyzing and negotiating multi-use DRI issues; negotiating and drafting environmental regulatory agreements; and, representing clients in quasi-judicial proceedings before local governments. More recently, his practice has focused on providing regulatory assistance to companies seeking to permit or construct renewable energy and "green" development projects.

The representation includes drafting transportation and utility development agreements, and handling all state, regional, and local regulatory issues and hearings associated with the filing of a NOPC to amend and restate the DRI Development Order.
 
Representation of major mixed-use DRI in Lake County, Florida. The representation includes drafting annexation, PUD zoning, and utility development agreements, and handling all state, regional, and local regulatory issues associated with the filing of a NOPC to amend and restate the DRI Development Order.
 
Representation of major mixed-use DRI in Volusia County, Florida. The representation includes drafting transportation-related proportionate share agreements with the FDOT and Volusia County, and handling all state, regional, and local regulatory issues associated with the filing of a NOPC to amend and restate the DRI Development Order.
 
Assisted with representation of major mixed-use DRI in Sumter County, Florida. The representation includes drafting transportation-related proportionate share and impact fee credit agreements with the City of Wildwood, Sumter County, and the FDOT.
 
Representation of mixed-use urban-infill project in Maitland, Florida. The representation included drafting the development agreement for the redevelopment project and handling all state and local regulatory issues associated with the development agreement. The proposed project’s plan included a pedestrian-friendly, four-block area that includes a city hall, retail and office space, 675 condos/apartments, and a "green roof" component.
 
Representation as CRA attorney for the Town of Eatonville, Florida. This work includes providing general legal support and counsel pertaining to the operation and management of community redevelopment activities.
 
Representation of national financial institution in Florida in providing regulatory counseling and conducting negotiations with governmental staff regarding federal and state environmental entitlements and authorizations associated with a deep-water commercial marina project.
 
Representation of developer in Central Florida in working to obtain all necessary federal and state permit approvals for development of a lake-based residential marina project.
