Steven Grigas is a former interim Medicaid Director, Assistant Deputy Secretary, Deputy General Counsel, and Chief Medicaid Counsel for the State of Florida. In his various capacities, he has presided over the State's $15 billion Medicaid program with particular focus in managed care, disease management, pharmacy services, long term care, and hospital services. Steven is knowledgeable in Medicaid policies and procedures, reimbursement issues, program integrity, and fraud control. His knowledge is recognized throughout Florida in these areas and he has made numerous presentations regarding the Medicaid program at both the state and federal level. Steven is also an accomplished litigator with experience in administrative, state, and federal courts.
 
Representative Experience

Representation of the Florida Agency for Healthcare Administration in tobacco litigation.

Representation of the State of Florida in complex computer services contract litigation.

Representation of the Florida Agency for Health Care Administration, Department of Health, Agency for Persons with Disabilities, Department of Children and Families, Department of Corrections, and the Department of Education in multi-agency litigation.

Representation of national HMOs in payment disputes with the State and third party vendors.

Representation to obtain Florida Certificate of Authority and associated licensing for managed care organization entering the Florida marketplace.

Negotiation of change of ownership, licensure, and overpayment issues with the State for numerous clinics, managed care organizations, and providers.

Defense of contract in $250 million health services bid dispute.

Drafted and reviewed a significant number of contracts and agreements between private sector organizations and the State for healthcare services, disease management programs, provider networks, and structured settlements.
