Mr. Fayad's practice focuses on white-collar criminal litigation and government regulatory enforcement. His experience includes serving as Chief of the Defense Procurement Fraud Unit for the United States Department of Justice. In that role, he supervised the investigation and prosecution of cases involving mischarging, defective pricing, defective products and testing, and corruption. He also directed the Department of Justice's participation in the Department of Defense's Voluntary Disclosure Program, and he developed enforcement priorities in fraud-related areas. Mr. Fayad began his career as a Trial and Appellate Attorney for the Public Defender Service for the District of Columbia. Mr. Fayad's career includes over 30 major felony trials before juries, including foreign bribery, false certifications, and several first-degree murder cases including one death penalty case.

Represented Military Parts Supplier in criminal grand jury and Civil False Claims Act investigation, and Notice of Proposed Debarment proceedings.
 
Represented HUD Consulting Company in criminal grand jury investigation involving Corruption, Procurement Integrity Act, accounting standards, and Internal Revenue Code and Regulations.
 
Represented debarred military and state agency perimeter and access security fencing construction contractor in developing ethics and compliance program.
 
Represented major commercial and military jet engine parts manufacturer and repair station in investigation for violations of FAA regulations, and in subsequent unrelated SEC review of accounting practices for “Power by the Hour” contracts.
 
Represented HHS/NIH and DOD contractor in grand jury investigation and post-indictment proceedings involving importation of non-human primates in violation of U. S. Fish and Wildlife statutes and the FCPA, and in HHS debarment review.
 
Represented DOS Exchange Visitor Program Sponsor in DOS Inspector General investigations and Sponsor eligibility requirements.
 
Represented Medical doctor for false billing code violations.
 

Have written numerous and extensive analytical submissions to Federal agencies and prosecutors regarding complex criminal-regulatory issues and corporate governance, ethics and compliance programs (samples available upon request).
