Lila Jaber serves as the Co-Chair of Akerman's Energy & Utilities practice. Twice appointed to the Florida Public Service Commission (PSC) by the Governor of Florida, Lila previously served as PSC Commissioner and Chairman, presiding over Florida's regulatory utility matters, including the regulation of the state's $17 billion investor-owned utility industry that includes electric and natural gas companies, local and long distance telephone companies, and privately-owned, non-exempt water and wastewater companies. During her tenure, Lila implemented the Federal and State Telecommunications Acts, opening the telecommunications market to competition. She also served as a state member of the Federal-State Joint Board on Universal Service and Chair of the Joint Conference on Advanced Services (706 Joint Conference). Prior to her appointment as Florida PSC Commissioner, Lila was the Bureau Chief of the PSC's water legal department, managing the agency's largest group of lawyers and overseeing the processing of the largest rate cases before the PSC.
Knowledgeable in public affairs, energy, natural gas, water, telecommunications, and broadband policies, Lila currently serves as a strategic consultant and advisor to clients in utility and business matters, including work related to rate cases, carrier to carrier disputes, legislative and executive services, and general client business development. She also represents clients in negotiations related to Chapter 501, Florida Statutes, and inquiries (Florida's Deceptive and Unfair Trade Practices Act). Lila has testified before the U.S. Congress, the U.S. Treasury, the FCC, the Florida Legislature, the Florida Energy and Climate Commission, and has made numerous presentations related to regulatory process, policy, and law, at both the state and federal level.
Lila also remains active in public and civic service. Appointed by Governor Charlie Crist to the Board of Workforce Florida, Inc., Lila chairs the Board's Sustainability and Infrastructure Committee, leading the Committee's Green Jobs Initiative. She is also a member of the Board's Business Competitive Council and Legislative Strategy Committee. Lila's civic contributions include Leadership Florida where she is a proud member of Class XXIII and of the Board.
