William Sklar and Richard Pinsky were quoted in the article, "Legislative Look Ahead," by the Daily Business Review, which addresses which issues Florida Legislature is likely to tackle during 2013 sessions that will impact developers, condo associations, commercial property owners and banks.  In the next session, condo developers hope to amend a law that helps defeat lawsuits by buyers seeking to reclaim deposits.

"Attorney William Sklar, of counsel at Akerman Senterfitt in West Palm Beach, has helped draft language to cure the discrepancy between state and federal laws," the Daily Business Review wrote.

"In order to comply with ILSA[Interstate Land Sales Full Disclosure Act], we introduced legislation to change some of the time period and literally recognize the creation of a condominium pre-construction," Sklar said.

Additionally, homeowner groups like Cyber Citizens for Justice are pushing for new ways that homeowners can resolve disputes with neighbors or their homeowners associations.

Cyber Citizens wants HOA members to be able to file complaints with the Department of Business and Professional Regulation the way similar issues with condo associations are handled. In those cases, after a condo owner files a complaint, the department assigns an investigator to determine whether the complaint is valid, Pinsky said.
