Matthew Goldstein, a Government Affairs and Public Policy partner at Akerman LLP's Washington, D.C. office, served as the consultant editor and authored the foreword and a chapter to a new book published by WorldECR titled, "Towards a Deeper Understanding: Next Levels in US Export Controls."

The book, released December 12, 2022, is essential reading for international trade compliance practitioners and advisors seeking deeper insight into complex U.S. export controls concepts and their real-life applications. Readers are offered a guide on integrating government standards into company operations, avoiding inadvertent violations of anti-discrimination laws, identifying compliance obligations of non-U.S. partners, and handling surprise visits by federal law enforcement and regulatory agents. Select control issues are also presented for software, pharmaceutical, and other industries, along with guidance for compliance by manufacturers, resellers, and other businesses involved in international trade.

"Russia’s war on Ukraine, China’s civil-military fusion, Iran’s violent protestor crackdowns, and other world events hastened regulatory changes in 2021, adding layers of complexity to what was already an overly complex U.S. export controls regime," said Goldstein. The book captures concepts for experienced professionals that are key to understanding this linchpin of U.S. national security."

Goldstein focuses his practice on transactions subject to the International Traffic in Arms Regulations (ITAR), Export Administration Regulations (EAR), and regulations administered by the Office of Foreign Assets Control (OFAC). He consults on exports from the United States, reexports from abroad, arms brokering, foreign direct investment, and other activities regulated by the Department of Commerce Bureau of Industry and Security (BIS), Department of State Directorate of Defense Trade Controls (DDTC), OFAC, and the Committee on Foreign Investment in the United States (CFIUS).

Representing domestic and foreign companies in a wide array of industries, Goldstein regularly handles global trade compliance assessments, audits, internal investigations, voluntary disclosures, consent agreement management, commodity jurisdiction and classification reviews, internal company training, and develops customized trade compliance programs that meet or exceed government standards.
