David Blum will speak on a panel titled "The Local Tax Morass: Avoiding Traps for the Unwary at the Local Level" at the Council on State Taxation (COST) 2016 47th Annual Meeting. The panel will explore various tax jurisdictions who in search of additional revenue impose imprecise laws and regulations with scant guidance and no administrative hearing process, forcing taxpayers into state court to fight expensive public battles. This session will also explore many of these litigated and threatened local tax issues across the country and the various traps for the unwary.
