A leading authority on the many disputes surrounding the rulemaking process behind the federal Clean Water Rule, Leland discussed how the latter has created serious consequences for the real estate sector, after having adopted what many say is a debatable interpretation of what the U.S. Code defines as Waters of the United States. Leland also treated the subject at length in a recent New York Law Journal article.
