Richard Leland was quoted in to Law360’s New York real estate regulation report for the second half of 2019. Leland contributed to the topics of hotel permits, rent control, and Uniform Land Use Review Procedure (ULURP).
“The biggest thing for the second half of the year is the rent regulation legislation,” Leland said. “It's going to create a great deal of uncertainty initially and I think it has the potential to be very harmful. I believe it's a disincentive to landlords to repair or modernize properties that are rent controlled.”
Of a potential change to the to the ULURP process, required in gaining project approval in new York, Leland elaborated, “That sort of brings up a means of delaying what's already a long ... process of getting a land-use application certified. It’s an additional opportunity for people to make comments and can further delay the project.”
