William Bernfeld was quoted in a Law360 article titled, “Calif. Real Estate Regulations to Watch in 2nd Half of 2018,” discussing legislative trends with significant repurcussions on areas within the California region. Those include the repeal of the Costa Hawkins Rental Housing Act, which would then allow cities to impose rent control on residential projects.

“Costa Hawkins is somewhat of a lightning rod, with people aligned on both sides of the aisle, and people are pretty passionate about their positions,” Bernfeld told Law360. “On the one hand, you have various grassroots movements that are trying to deal with the affordability issue. On the other hand, you have landlords that are building new apartments, and looking for a return on their investment.”
