Li Massie is an associate in the Government Strategies Practice Group and focuses her practice on federal regulatory compliance, international trade, and customs law as well as strategizing to strengthen her clients’ competitiveness in the U.S. market.
Li guides clients through all stages of the movement of goods and services across borders. She represents clients on various aspects of international trade and customs transactional, regulatory, and litigation matters before the U.S. Department of Commerce, U.S. Customs and Border Protection, U.S. Department of Agriculture, U.S. Food and Drug Administration, Federal Communications Commission, and U.S. Consumer Product Safety Commission, including: product marketing and labeling; tariff classification; risk assessments and audits; Customs Trade Partnership Against Terrorism (CTPAT); antidumping and countervailing duty investigations, scope, circumvention, and administrative reviews; Enforce and Protect Act (EAPA) antidumping evasion investigations; Section 301 and Section 232 tariff proceedings; detentions; notices of action; and regulatory approval of products, foods, and medical devices. She also drafts, negotiates, and guides her clients in contracts throughout the supply chain, while obtaining required licensing.
In addition, Li counsels her clients on FDA regulatory compliance, ensuring cosmetics, foods, dietary supplements, drugs, and medical devices meet stringent standards while facilitating their entry into the U.S. market. This includes compliance with the Modernization of Cosmetics Regulation Act of 2022 (MoCRA), packaging and labeling requirements, and 510(k) submissions for medical devices before the FDA.
Further, Li has experience counseling clients to strengthening their competitiveness in the U.S. market and obtain federal opportunities such as under the Buy America preference. She also defends clients against claims of deceptive, unfair, and anticompetitive business practices, and safeguards clients’ interests in matters of product safety and recalls.
