Richard Bass will be a speaker at "Zoning Rules! Legal Permissibility - the Threshold of the Highest and Best Use" as part of the Zoning Seminar presented by the New York Chapter of the Appraisal Institute. Topics during the program will include the Urban Land Use Review Procedure, variances and special permits, ULURP, landmarking and historic districts, and special purpose district regulations and transferable development rights.
