Eric Goldberg will speak on a panel titled, "What Do the New Prepaid Rules Mean for New and Future Products? Implications for Hybrid Prepaid Cards, Digital Wallets and Checkless Checking, and Considerations for Companies When Setting Up a Prepaid vs. DDA Product," at the 20th Annual Prepaid Card Compliance, presented by the American Conference Institute.

The panel will discuss: 

  • Assessing specific adjustments that need to be made by hybrid prepaid card and digital wallet providers in response to the rule.
  • Addressing compliance risks faced by FinTech companies that are offering prepaid/banking products but perceive
    themselves as a nonfinancial company.
  • To what extent could the new prepaid rules be applied beyond “prepaid” to areas like checkless checking and what sorts of checking accounts might be most at risk of being perceived as a prepaid product, and thus subject to the new regulations
  • Considerations for program managers when deciding whether to issue a General Purpose Reloadable card vs. a Demand Deposit Account – Weighing the compliance burdens associated with GPR cards vs. checking accounts now that the new rules are in effect.
